I was surprised to find that when I set a new template, that it was global
to the install, not 
local to my own account.  I would actually like to make
it more specific than that:  I would like 
the ability to have a 'project'
file in a directory; that project file would contain 
information about
files in the project, what template they used, how the numbering was 

arranged for printing, and so on.  The organizer would change a bit,
as it would have one more 
layer: Inherit from project template.
And you could apply a change to the project template.  
This would make
keeping a consistent look on a series of documents much easier to do.

The Issue you raised has the status 'New' pending further action, but has not
been updated within the last 4 years. Please consider re-testing with one of the
latest versions of OOo, as the problem(s) may have already been addressed.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
