loast leading zero after importing *.sdc file none

Hi,

importing an *.sdc file with cells formated with #.##0,00 (System)
will lose the leading zero in SO70 ...

I think it has maybe something to do with:

Yes, this is related to issue 25942. Starting from SO6 we don't merge in Windows
system information to number formats anymore. Instead, fixed predefined format
codes identical on every platform are used in these cases for old builtin formats.

This is very significant fault for many Russian users. And as I tried to arize
the problem since 
http://www.openoffice.org/issues/show_bug.cgi?id=3766
the problem is in it's initial state despite the fact it affects a lot of
people. The issue 3766 was somehow treated as 1820, but there are different issues !
