I have always found the way that Tools->Options and Tools->Customize (formerly
Configuration) to be very confusing, and i always end up guessing the wrong one
for changing whatever value i need to change. Why not fold the Customize dialog
panels into the Options dialog?

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
