Tested with Windows 2000 SP4 on OOo Writer 1.9.79
Replication steps
1.Open OOo Writer
2.Click Tools,  Bibliographic Database
3.Right click the ISBN Field 
4.Select Special Character from the right-click menu

The bug happens for all the fields in the Bibliographic Database, except the 
Type drag down box.  It crashes both for the right click menu and the hot-key 
(Ctrl Shift S).  It crashes from the columns in the table, and the input fields 
below.  

I  tested it with version 1.1.2 and the character map opens fine, but it 
doesn't appear to be the whole set of characters I usually have.   With 1.1.3 
the character map in not accessible from the right click menu using the hot key 
it acts the same as 1.1.2.

I don't see how any of these fields would require a special character, except 
perhaps the user-defined fields.

ES->CD: WINDOWS ONLY! In any application, any input field
- right click
- choose Special Character
-> crash
