ericb has mentioned to me before that the keyboard shortcuts are or'ed on the
modifier keys to be used.

Moreover on non QWERTY keyboard, when I press ctrl+key, the action done is the
action of the key which correspond to the QWERTY keyboard. For example, ctrl+a
quits OOo on an AZERTY keyboard as the A on AZERTY keyboard is at the place of
the Q on QWERTY ones. But, when I use cmd+key, my keyboard is recognized as an
AZERTY, which is the correct behavior: for example command+A selects all,
command+Q quits OOo.

From what you are saying, we should simply remove the option to do a
control+modifier and ooo aqua will be behaving like a normal Mac app. Do we need
to have a cmd+modifier at any point in ooo?

I don't think we can simply disable Ctrl+Modifier, which is in fact easy to do.
If we did, there would be no possibility for customizing the keyboard. See

This issue is very probably fixed in aquavcl07. e.g. : CTRL + S +D +T is no CMD + S +D +T
