0. open a new database
1. create a table with any fields
2. open the report designer and bind it to the table
3. open the add field container and d&d any field in the design area
4. open the page numbers dialog (from menue: insert)

-> the default position is: top of page (header), but usually the page number is
wanted on the bottom of the page

set keyword 'new_implementation'

I could imagine that this is a cultural flavour, i.e. other cultures might have
other default position. We should perhaps interview our Extras team, which
creates and localizes the business templates.

The Report Designer iTeam decided to close this as WONTFIX. It's hard to find a
default which suites all cultures/locale, so we won't change the current state,
the more since it can be easily changed by the user herself.
