Then OOo has no open windows on Mac OS X/Aqua should OOo quickstarter:s  menubar
still be shown instead of the single menu with strange shortcuts (see
http://www.openoffice.org/issues/show_bug.cgi?id=90250)

That "strange menu" IS the quickstarter. Could you elaborate on what you feel is
wrong ?

Then I start OOo I get the quickstarter window. The menubar consists of 

OpenOffice.org
File
Edit
Show
Tools
Windows
Help

Looks good. But if I close the quickstarter window. Now is the menubar

Alla other menus are gone. This feels very mac unlike. This menubar also shows
if I open a document and then closes it so no windows are open.
