See attached sample document or:
- New Writer doc
- format->page and open the page style dialog
- select page->text direction->right-to-left(vertical)
- Tools - Options - Language Settings - Languages - Enabled for Asian languages ON
- Type some text and select it
- Format - Character - Font Effects - Emphasis mark: choose any item in the list
-> compared to a non rotated text,
   the emphasis marks on the top of the character.
   it should be set on center of character.

self reminder: using the ink bound of the unrotated glyph would solve the problem immediately, but 
getting it when it is needed in emphasis mark drawing is quite expensive (because of the font switch). 
Using the advance width for positioning would cause problems like 101080...

Hello foral, *,
during my TCM-test I stumbled upon this issue. When I download your
"tested.odt", open it in Writer and  and export it to PDF with OOO320m17 under
Debian SID AMD64, it looks much better than on your screenshot (though I am not
sure, if OOo is on the right or left, and which PDF viewer did you used to make
your snapshot. I used Okular 4.4.3.).
Would you be so kind to test it again, if it is really fixed, please?

Unfortunately nothing changed, still reproduce on OOO320m17.
