when a COMBOBOX on a TOOLBOX is modfied sometimes no HelpID is trasmitted since
the COMBOBOX does not have one and the Parent is a borderwindow and not the
Toolbox, so Parent is also without HelpID.

Fortunately after that a select of the toolbox is recorded, so it was easy to find.

Spechial handling and returning of GetItemCommand as UniqueID is necessry

@gh: You know the implementation of the vcl event logging far better than me.
Could you provide me additional hints on how to fix this or even provide a patch
for cws oooimprovement6?
