Opening the Tools->Options->Improvement Program Tabpage on first start accidently activates Usage Tracking

Steps to Reproduce: - Open Tools->Options on first start (before the User Feedback Program Invitation showed up) - Select "Improvement Program" Tabpage - Select another Tabpage - Exit Tools->Options with "Ok" Expected behavior: -> No change in User Feedback Program participation preferences. Actual behavior: -> Usage Tracking will be activated, the invitation will not be shown.

Patch successfully solved the major issue: The dialog in Tools->Options now defaults to "No". The actual behavior after the "Steps to Reproduce" is now: Usage Tracking will be disabled (as expected), the invitation will not be shown. I guess we can live with the missing invitation in this very special scenario for 3.1.

Looks OK: - The options tab page defaults to "No" now. - Once the option page is visited, "No" is taken as set, thus no dialog on later office start, no program participation unless pro-actively changed in tools-options by the user. - Without visiting that page, the Improvement program dialog shows up on second start and defaults to "Yes". - When closing this dialog via dialog closer from system, nothing is changed (no data tracked) and the dialog wil re-occur at the next start. - Removing the user directory re-sets office completely (dialog at second start defaults to "Yes", Option page defaults to "No"...) -> Verified in CWS dba31m
