I have some .doc files that started off life as a template for an Office Depot form (ID Badge Kit #150346).

Writer completely botches displaying the document correctly.  There are so many issues that I don't know 
where to start.

I would attach an example, but I am not sure how.

The problem that the text and the graphics are not correctly aligned in the
"vertical context" is tracked in other issues like issue 49868 and issue 89629.

MRU->HBRINKM: the order of the cells is wrong in this sample. The cells
containing "Tech" on the left should change position with the cell to its right.
This looked better in 3.0 and earlier.

Looks like the new ability to use "table in table" caused this.
Set keyword "regression".

According to our new regression issue handling for the 3.4 relrease the field
priority is now used as the order we want to work on them, no longer as a
"severity". The high number of regressions in the WW8 filters makes it necessary
to prioritize them as we won't be able to fix all of them for 3.4. We decided to
first focus on the export. Thus most regressions in the import filter now get
priority "P4", what means that they will be reevaluated in the next release cycle.
