Repro - rest mouse pointer over cell Q6 and wait for baloon to appear.

Confirmed in my OO 3.1.0 on WinXP.
However, when you edit the note, all comment lines are shown inside. As soon as
you leave the note box, error displays again when hovering cell.

IMHO: it's not regression. This is a consequence of fixed Issue 59745.

This is a consequence of issue 95271, "Temporary notes do not show text
formatting". The note contains text in 8pt size, but the temporary caption used
while hovering a cell with the mouse always uses a 10pt font, but uses the text
box size of the original note.

Target 3.1.1 is for serious regression only, sorry...
