Please see attached screenshot.
Repro:
1. create spreadsheet and save it with non-latin chars in the name.
2. in another spreadsheet construct Vlookup formula reading cell from first 
spreadsheet - you get percent-encoded path and/or name.

this is regression since 3.0.0 and was fixed once already 
(http://www.openoffice.org/issues/show_bug.cgi?id=75893).
Suggest fixing for 3.2.

setting duplicate. (this one is newer, and has votes, but the other one has a patch)
