property browser should support scrolling via page-up/down

It's not critical for accessibility, because tabbing through the controls via TAB key works, but scrolling via page-up/down would improve accessibility and UX for everyone. It might be undefined what would happen when a drop down list box has the focus, because that widget also (sometimes) supports page-up/down. But initially the focus is on the tab page, and then page-up/down is not ambiguous.
