I'm not sure it is database or framework issue.

You can reproduce it:
- open any existing odb file
- open any table with double click, table will open in Table Data View
- hit F1, OOo help will start, right side empty, and selected application is Writer.
- same in when you run query (it opens in same Table Data View)

All other parts of Base if you hit F1, opens correctly with Base selected.

It is same in OOo 3.1.1.

I checked with "Ooo 3.1.1 WIN XP DE-multilingual version German UI activated
[OOO310m19 (Build 9420)]" and can confirm the reported effect.

No idea what the correct component might be.

Most possibly double to issue 86464
