This was found on Windows when having an umlaut in the path of the office
installation. After invoking the extension manager from the Tools menu nothing
happens. Closing OOo does not work and OOo will finally crash.

Verified for Linux and Windows, including negative test.

Tried in m8 for Windows using accents (should behave identically) while
reproducing issue 107877. Works ok for me.
