Regarding to the ODF 1.2 part3 spec the "/META-INF/manifest.xml" should only 
contain <manifest:file-entries> for documents, see

http://docs.oasis-open.org/office/v1.2/cd05/OpenDocument-v1.2-cd05-
part3.html#a_4_3__manifest_file-entry_

But currently we write out entries for all directories.

I therefore suggest to drop all entries for directories with an empty 
@manifest:media-type attribute.

Adjusted target milestone as discussed and added keyword to enable search for
