To reproduce, open the attached file with Excel and type 2222 into cell A2.
Excel accepts this.
Now open the file with OOo and try again: Error message.
For compatibility reasons the text length should be checked, even if the cell is formatted as number.

getting rid of value "enhancement" for field "severity".
For enhancement the field "issue type" shall be used.
