OO open csv dialog stuck to another OO window (.png) 

After opening OO Text on two documents and then other applications (so the latter are on top) I tried to open a small csv file.  Nothing changed in windows (W7) to indicate my clicks or keys were honored (I tried several times and ways): no task bar buttons appeared or changed, and no window or message appeared.  By Windows standards I expect 
a) a new task bar button (or in W7 its shadow to appear, and to be identified in the mouseover list), 
b) the open apps (Alt-Tab) dialog to show it, and, 
c) normally, that the window to be a new one, in focus, and on top of the whole stack.  
Among the task bar buttons mouseover list both prior OO docs had their original names.  All that's bug #1 (sorry, these all seem connected at the hip as a requirements or design issue; with some architectural clues I may be able to separate them).  

When I scroll through the open apps (Alt-Tab) the list shows only the prior apps and documents although one of the OO docs unexpectedly had the "Text Import" name. It seems bad form to change the name of a doc within an unrelated (to the user: I was opening a calc and it hid a text) OS document link.  Inconsistently, the icon in the open apps list remained that for text - which contributed to my missing the parasitic calc import dialog.  I count this as bug #2. 

Missing the name change in the open apps list, I could only discover that the "Text import" dialog had opened on top of one of the other OO docs (it was in this case the earliest among the open ones) by selecting one by one, the other OO documents.  It is moveable but the other doc is unselectable.  That seems like bug #3.  

When the parasitized OO doc window was visible under my Windows Explorer from which I double-clicked the csv file icon I observed that the focus remained in WE.  When I selected the Text Import doc from the open apps list, then it got focus.  

Since opening a pre-process seems to cross application boundaries, this might not be calc-related, but general.  

P.S.  I couldn't identify the OO RC level in my v3.3.0

getting rid of value "enhancement" for field "severity".
For enhancement the field "issue type" shall be used.
