I can Reproduce the problem on 
OpenOffice 1.1 (default Install, US), Win XP Pro Sp1. 
(And MS Office XP Sp2). 
It is real problem

We cannot open the attached doc, in OOo, and the doc is very small and
can be opened in MS Word without any problem

MRU->CMC: WW97 doc with CTL (Hebrew) layout. Loops during import.
Please fix for OO 1.1.1.

Crap, a property 0x560B (table is a bidi table property) has a two
byte payload, not a one byte one :-(. Fixed for 2.0 in
kilkennyfilterteam14 and for 1.1.1 in droghedafilterteam15
