Open OO.o Writer with a blank document.

1  Choose the insert icon from main tool bar

2  Hold on and choose the table icon

3  without releasing the mouse continue to choose the table size (rows X 
columns)

4  Go on extending for a 24 X 7 and come back to 13 X 7 

5  The grid image does not revert to the same.

Yes I can confirm on OOo 1.1.2rc that The grid image does not revert. 
but I cannot decided whaen it is a bugs or not. or maybe enhancements

The Insert-Table controller was never designed to adapt to the size actually
selected by the user. Thus, this is an enhancement request.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".

Still  Reproducible with "AOO 4.1.0 Release – German UI / German locale [AOO410m18(Build:9764)  -   Rev. 1589052 2014-04-22 11:43:54]" on German WIN7 Home Premium (64bit)", “historic” 4. User Profile used for all predecessor versions

Yes this is the implemented behaviour. Why should it be changed?
It is the choice of the user to size the window. I like it to make it bigger as the wanted size with a first drag and then select the wanted size of the table.

Example:
1. Open New Writer document -> Longclick Insert Table Icon
   > graphical Table Size Selector appears
2. Release mouse button
3. Move mouse pointer to screen bottom
   > more and more selected rows appear
   > at 70 rows or so "Columns x rows" display at bottom of graphical Table Size 
     Selector disappears at bottom of screen
4. move up mouse pointer so that selected cells area in graphical Table Size 
   Selector becomes reduced to 10x10 or so
   Expected: total size of selector also becomes reduced so that 
             "Columns x rows" display reappears
   Actual: size will not be reduced, "Columns x rows" display keeps
           out of screen
