Added support for nearly all locales.

target

to verify, do the following steps:

- shutdown soffice (incl. quickstarter) and Excel 2007
- change system locale to some major locales (*)
- start Calc and Excel 2007
- load http://sc.openoffice.org/testdocs/numberformat_import_oox7.xlsx into both
apps
- compare the number formats

I don't think that all locales need to be tested. The import filter supports 142
locales:
