[Reproduce Steps]
1. Open attached file . ( the frame's width is 15cm , and there are 3 columns
which is 3cm , 2 distances which  is 3cm )
2. format/frame / type , don't do anything , then go to tabpage columns , you
can get there are only 2 columns .

Perhaps it relates with bug#100227

Duplicated on Win XP Pro 2002 SP1, OOo 2.0_680

I also noticed the following, if you view the columns tab, the value for
"columns" is set to 2, NOT 3. Do the following:

1. Open attachment (i30362.sxw).
2. Open the frame dialog for the frame found in the document
 Note: I couldn't find Format > Frame in my version of OOo, I right-clicked the
frame and selected "Frame...".
3. Observe that in the "columns" tab, under "Widths and spacing", it shows
widths for 3 columns. (with 2 spaces)
4. Observe that the value of "columns" is set to 2.
5. Click "OK".
6. Observe that the frame has changed to having 2 columns.
