I use a german OpenOffice, but try to use english terms for you convenience.
My translations may not hit the terms usef in the english OpenOffice version.

German term         my translation

Reproduction:
================

1. Start: the document SqlDir1.sxw has this structure:

Getting started           heading1           level=1

SQLDirect Reference       heading1           level=1
  1 TSDSession            heading2           level=2
  ....


the chapter numbering for level 1 specifies "no numbers"
the chapter numbering for level 2 specifies "1,2,3".
The numbers of level 2 are reset at each level 1.
PROBLEM A: I would expect consecutive numbering at level 2.


Step 2. Goto Extra/Kapitel nummerierung ("chapter numbers")
   Change the Absatzvorlage ("paragraph template") for level 1
   from "Ãœberschrift1 ("heading1") to keine ("None")
   -> Now you have consecutive numbers for heading2 entries.

PROBLEM B: Watch for the chapter name in the page header: 
the chapter name for level 1 is now set to the first chapter heading of level 2
(here "About SQLDirect"). I would at least expect "???" now.

Step 3. Goto Extra/Kapitelnummerierung ("chapter numbers")
   Change "Absatzvorlage" ("paragraph template") for level 1
    from "keine" ("None") back to "Ãœberschrift1 ("heading1").
    -> this was the original setting of the document.    
PROBLEM C: Now you have consecutive numbers for heading2 entries.
       as I expected in PROBLEM A.  

Step 4. Save the document, close OpenOffice Writer,
   reopen OpenOffice Writer, load the document again:
   PROBLEM A is back, numbers for level 2 where reset at each level 1.

can confirm issue with OOo 1.1.2 
OOo1.9m49 doesn't have this problem any more.

The problem is that the numbering is different when opened in OOo2.0 compared to
when opened in OOo 1.1.2 -> confirming.
OOo 1.1.2:

Workaround for recreating the 1.1.2 numbering is easy (just use "reset
numbering" of heading2 to reastart numbering at 1).

Regarding Problem A: As you mentioned by yourself, you get a consecutive
numbering for Level 2, when setting Paragraph style from Level 1 to "none". This
is intended. This way you can get both versions, consecutive and non-consecutive. 
That it gives consecutive numbers in OO 2.0 by default is a bug there. 

MRU->HBRINKM: This is wrong behaviour in 680m50. As long as "Heading 1" is
applied to level 1, the numbers should restart at 1 every time Heading 1
reappears. Only when having "none2 for Level 1, there should be consecutive
numbers in Level 2.

Will not be fixed for OOo2.0.

It doesn't work on OO 2.0.2, eighter.
OO is a really good program, but this bug is verry annoying.
