see attached .doc.
when opened in oo.org, numbering is continuous, but in word it restarts. this 
pretty much denies any ability to edit lengthy documents

MRU->HBRINKM: The numbering should continue with number "2" after the 3rd level
was used.

that issue is about exporting to .doc, this is about importing - so i would say 
that this is different, though a developer's thoughts would be welcome :)

This bug has been around for a long time.  It is still present in OOo 2.3.0, and it is an unfortunate 
example of why OOo cannot replace Word in many organizations.

I'll upload another relatively small test case, just so I can feel like I'm doing something.
