The names of the columns in the bibliography database (menu View - Data Sources,
Bibliography - Tables - biblio) are always in English. It was suggested to me to
translate them, but if you change the column names (in biblio.dbf) then the
bibliography related functions in OOo don't work anymore, as they appear to rely
on a specific naming of the columns. 

I suspect this could be handled by making the relevant section in
officecfg/registry/data/org/openoffice/Office/DataAccess.xcu localizable, and
providing a matching biblio.dbf for each language. 

A complication could occur when upgrading the OOo version, I assume that the
user keeps the biblio.dbf file which then has the English column names while the
new localized OOo version knows only of the new ones. A conversion would be
necessary during upgrading.
