Testcase: framework/basic/f_basic.bas tAllControlsOnDialog

This is a crash and blocks some area of automated testing so i set the prio to
2, a fix for Beta is desirable.

How to reproduce:
- run the testcase in sequence or isolated on a 680m68 (in this case a
multi-language installation, which should be irrelevant, i hope), i used Fedora
Core 1, 3 and an early 4 alpha)
- i am unable to reproduce this on a Windows non-pro build.

Symptoms:
During the testcase all form controls are inserted into a single basic dialog.
They are drawn in rows and columns using the mouse-methods (.mousedown(x,y),
.mousemove(x,y) and .mouseup(x,y). At some point the control is drawn incomplete
and the office crashes immediately.

Stacks have been submitted as: 292000, -002, -003 and -006 for Linux. 

JSK->GH: I think this is more a general problem than something belonging to the
BASIC IDE. If you feel the task is incorrectly assigend, TBE might be the right
person to handle this instead. I will keep a testing environment available for a
short period of time to help you reproduce the problem.
