this is no regression, it also happens in SRC680m70 (which dba22 is based on),
but only in the english version.

fs->bc: seems that the english resource files are corrupt. I assume you guys
already know this issue, so you can probably resolve this as DUPLICATE.

There are several issues with the webwizard. I fixed the part with the resource
file that is resulting in the errormessage and eliminated the creation of a
thread and a "getActiveFrame()" occurrence.
I then submitted bug 40677 because of an error and still seek for an owner of
the issue that stylesheets of html files cannot be loaded.
After discussion with msc we agreed to add this bug to dbwizard3 and to
resynchronize to the version m71 or m72 because this bug is only to be
reproduced from then on.

Verified with cws dbwizard (Linux) from 18.02.05 = ok
