to review: you should use either the JCA or PDL for material posted to the site.  Or nothing at all if you 
do not care.  For longterm submissions, we recommend the JCA, as it is easier. It jointly assigns 
copyright to you and Sun. The PDL is specific to the document at hand.

I have filed a internal issue pcn 34184 for the operations to upload the key
,will be updating the issue as soon the key has been uploaded .
