if an ulf file contains only english for a string merging of translations should
be disabled even when they are available in the localize.sdf.
In migrationanalysis this is different of corse :-(

Example in instset_native/inc_global/windows/msi_languages/SIS.ulf 
entry  OOO_SIS_TEMPLATE
