Attached file illustrates an imported file which displays ok in work but
obscures a text paragraph when imported by OOo

Word allows the positoning of boxes/diagrams like this

Writer does not allow a positioning like this... ergo it not a problem
of the filter, this is to be found in Writer's layout

It has to be decided by the PM, if it is worth the effort to have Word
docs look alittle bit better.
Writer does not allow frames/objects anchored to paragraph being
placed outside the upper/lower page margin.

In my opinion we should fix this problem. One more small step to 
improve the interoperability.

behaviour => we need a compatibility flag.

Changed issue type to enhancement, because we have to introduce a new
option at Writer fly frames to control, if they can leave their given
layout environment (in this case the document body) or not.
