localize seems to read all localize.sdf first and process against the output of
localize_sl afterwards.

So if there is an entry
module1  file1  ......
in module2/mydir/localize.sdf
it is still used for exporting 
module1/file1
which results in strings in the extracted file, which never will show up in the
product because they are in a totally different localize.sdf not related to the
code.

Found this one because there was a copy of a module in the sourcetree.
So this cold also be enhanced by searching only in MODULES for localize.sdf
instead of just any directory.
