I use OOo1.9.118, but the problem exists with other beta versions too.
If you save a color table with OOo2, it uses a different fileformat than the
OOo1.1.* versions. But you cannot notice this, because the extension is the
same. So if you use a OOo1.1.*-color table, open it in OOo2, add a color and
save it, you can no longer use it in OOo1.1.* The color table is still loaded
but there are no colors.
You should make OOo1.1.5 enable to use this tables or use another extension for
the OOo2 version or at least document the behavior in the online-help.
