Open a new document (in my case a Spreadsheet)
insert some data and save the document.
select customize from the tools menu and choose the toolbar configuration.
Set save to: to the document just saved
Create a new toolbar
Add something to this toolbar and close the dialog
make this toolbar floating (a docked one will do it also but is less visible in
this case)
Close the document
Open a new spreadsheet 
As you can see a blank toolbar is shown, this toolbar has no name under View
toolbars.

I strongly vote for targeting this for 2.0.2. First argument: it's a regression,
since it does not happen in 2.0.

Second: For somebody who seriously *uses* the feature of per-document toolbars,
this issue can become most annoying. Imaging a user who has multiple - say: 10 -
different spreadsheet documents, each with a customized toolbar.
Now, *everytime* this user opens a new spreadsheet document, he has to click
away *10* empty, useless, confusing toolboxes. Personally, I would bite into my
desk in such a situation :)

cd: I have found the real problem in my implementation. Although this is to some
detail a design problem, the real cause is triggered by an implementation bug.
The non-context sensitive toolbar method just doesn't filter "custom_" toolbars.
The custom toolbar method already uses the ui configuration managers
(module/document) to retrieve only available custom toolbars.
