toolbar buttons do not light up upon mouseover

insert picture; select it. picture toolbar pops up. change transparency by clicking on arrow buttons; now other buttons (filter, color) do not highlight on mouseover, even though toolbar still has focus and tooltips do appear. applies to all components.

just for the records: After switching to another application and back to OOo this works as expected again until you change "transparency" gain...

adding cj for his opinion The reason why the mouse over is off is that the focus is inside the spinfield when you changed the transparency. You can do the same with e.g. the font slection box in a writer document: if you set the focus to the control, then mouse over is not active in that toolbox. The question is what was achieved by implementing this behaviour (besides achieving the same behaviour as a certain competitor).
cj told me that he would prefer the toolbox to highlight on mouse over, even if the focus is in a control inside the toolbox. ssa mentioned this might cause problems with screen readers which might then read the highlighted text, however i did not find this to be the case. So fixing in CWS vcl50
