tools->options dialog has no way to load colours

I get complaints from people wrt. importing the corporate color palette into the default palette. It seems that they resort to creating a random shape in the document, right clicking -> edit area -> colors -> then they can load a palette. By contrast it's not possible to load colours into the Tools->Options->Colors dialog - where it would be most useful. That seems rather a strange limitation.
