I have a comma delimited text file that I want to open in Calc.  I start calc,
click "File -> Open"  Change "Files of type" to "Spreadsheet".  I see my file
(which is named data.txt) and select it.  It opens up in Writer.  I expect Calc
to open it since I changed the "Files of type" to "Spreadsheet".

No, that's not enough. You must scroll down and select the filter "Text CSV
(*.csv;*.txt)". The upper part section contains no open-filters, but determines
which files are shown in the window.

Although I disagree with the behavior, I think you should have marked it invalid
and not worksforme.

74277 also suggests: "OOo should attempt to open the file in the specified
application, and if it cannot be opened in that application, give an error msg."

which states: "when the user attempts to open an unsupported
document type, OOo could ask if the user wants to open it in the default
application, so for example, .pdf files would then be opened using Acrobat Reader."
