When we have a latin character follow by CTL character, e.g. (for Thai)
1à¸
OOo will add a space between the two character. According to issue #13917, this
is a feature - "Apply spacing between Asian, Latin and Complex text". And it can
be enable or disable at Format->Paragraph->Asian Typography.

I've tried disable it and the result look OK - no space between the letters.

However, to reach the 'Asian Typography' tab, one must enable 'Enabled for Asian
languages' in Tools->Options->Language Settings->Languges, or otherwise the tab
will not appear.
If we can't reach the tab, we can't disable the space. This is a bug.

So IMO :-
1) there're must be some way for CTL users to disable the space (w/o having to
enable Asian language)
2) disable the space by default. I'm not sure if anyone want it?

agreed. "Asian Typography" in Format/Paragraph should probably be renamed to
"Asian/CTL Typography" or something the like and needs to be enabled also when
CTL support (only) is checked.

I see -- and I agree: 
If any of the options "Enabled for Asian languages" or "Enabled for complex text
layout (CTL)" is checked then we need to display the Asian Typography tab  for
the Paragraph dialog.

Does anyone object to name the tab just "Typography" instead of "Asian
Typography" (does not include CTL) or "Asian/CTL Typography" (cumbersome and
cryptic)?

Do we have a spec somewhere where this change fits in?

This feature causes problems with import to and export from Word.  See issue
60826. I think it would be much better and simpler just not to do this
auto-spacing between Western and CTL. In other words, do it only for
Western/Asian and CTL/Asian.

I withdraw my suggestion to simply not do spacing between Western and CTL,
because it would break backwards-compatibility with existing OOo documents.  In
the longer term, I think it needs to be split into two properties, one for
adding space between Asian and non-Asian and one for adding space between CTL
and non-CTL, and then making the default for the latter be off, but that's
something for another issue.

As for naming of the tab, I don't think naming it Typography is a good idea.
Many of the other tabs are equally about Typography: Indents & Spacing is
typography; Alignment is typography; Text Flow is typography.  I would instead
suggest naming the tab "Asian & CTL", since the only thing that differentiates
the properties on that tab from the properties on other tabs is that the
properties relate to Asian and CTL text.  The terms Asian and CTL are admittedly
cryptic, but they are used elsewhere in the UI.

The tab is going to need tweaking to make it make sense in a CTL, but non-Asian
user.  The first two properties should be under a heading such as "Asian line
change", and they should be greyed if OOo is not enabled for Asian languages. 
There should be a separate heading for the third property (may be "Inter-script
spacing"), so that it is clear that it is nothing to do with "Line change".

An alternative might be to move the third check box to another tab, and grey it
out unless Asian or CTL was enabled (such as "Indent & Spacing").  Then there
would be no need to rename the Asian tab.
