cmc->ama: In the example .sxw I wonder why the frame is placed where it is,
should it not be positioned 1.27 cm underneath the previous line ?

ama: The format/frame dialog shows me as position "Vertical From top
by 0,71 cm to Margin". And there it is! The margin is the top of the
anchor paragraph. The distance between paragraphs belongs in our
implementation to the second paragraph even it is cause by the first
paragraph with a bottom distance attribute. So far, so good.
If you want the frame 1.27cm below the first line, you can change the
value to 1.27cm and it works fine. The alternative is to place the
frame at the top of the "text area" instead "margin".
And now the bug I found in this area: if you choose "vertical from top
by x cm to text area" the x cm will be measured from the text margin
and not from the text area. There's no effect when you change between
margin and text area. This has to be fixed.

I should have said "an extra 1.27cm" underneath and I could never get
a handle on the margin/text margin difference, and how it was supposed
to work, "The distance between paragraphs belongs in our
implementation to the second paragraph even it is caused by the first
paragraph with a bottom distance attribute." really clears something
up, I have been imagining....

And we have another behaviour, when the
tools/options/textdocument/general/compatibility flag
"Add spacing between paragraphs and tables in current document"
is _not_ set:
