attached spreadsheet in Excel format contains some rows which are minmal
height.

Excel does not attempt to display the row number for these rows: OOo
does, resulting in unreadable row numbers on top of eacch other.

affects user perception more than producing wrong results.

Instead of cutting column/row headers in case of very small row
heights/column widths just do not displays anything.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
