Where a footnote appears on a page with only a few lines, there is a large white 
space before the footnote. 

There should be an option to place footnotes directly below the text.

Duplicate of issue 46910.

as a workaround you could use a section. Select whole text, Insert.Section. In
th options of a section, you can set "collect footnotes".
