If CTL is enabled, sequence checking is by default also enabled. This has caused
OOo on some installations to inexplicably reverse some Hebrew words. One power
user even gave up using OOo for two months until it became clear what the
problem was. Since sequence checking is irrelevant for Hebrew anyway, and it can
cause seious problems, the default (at least for Hebrew) should be changed to
"false".

3.0.0 still has sequence checking set by default. Is this a conscious decision,
or is it because nobody has gotten around to changing the setting?
