margin numbers for paragraphs on outer margin (columned layout or mirrored page style)

for scientific literature that is periodically published in updated editions, numbers for paragraphs are jused more and more, so that references to a specific paragraph will be correct in the next edition, too, since not depending on page numbers. such numbers are written beside (to the outer side of a page of a book) a paragraph, either in the middle of it or at its top. It doesn't necessary mean that each paragraph is counted. Sorry, the picture should show two pages, not a page with two columns. I'm not sure whether there are also books with columned pages that use numbers for paragraphs, at least i haven't seen any.

also registers should be able to link entries an paragraph-numbers instead of entries and page-numbers

sometimes books not only have numbers for paragraphs, but also small "headlines" beside the paragraph under its number, like a small summary. This ability should be added, too.
this might help prevent duplicate issue filings: in english it's is called "margin number", short "MN", in german it's called "Randnummer", short "Rn" or "Rdnr"
