Hi
If you start Open office without loading an explicit document I get an Window
with possibiletys for (my own translation from german ;-)
->chosing a type for a new document
->submittals
->Own Files
->Examples

In this window it would be nice to have an possibilety to open the "last used
documents". Now I have to make an new Dummy Document. In this window  there is
his possibilety (in German: Datei-> zueltzt benutzte Dokumente)

I don't know which platform you are talking about. When I start OOo without a
document I get an 'Untiteld ***' document. How are you starting OOo? Please be
more detailed what you are doing on what platform.

I dont think there is anything to fix here.

In 4.1.3 you can select recent files by useing the dropdown at Open. So this request has been fullfilled :-)
