Using Impress, create a slide with custom animation timings.
Save the file as .odp file.
Use "save as" to save the same file as .ppt file.
Close the file(s).
When re-opened, the .ppt file has all the custom animation timings reset 
to "0.0 sec"
The .odp file preserves the custom animation timings.

I duplicated this problem on an Intel PC machine using Debian Linux (2.6.15 
kernel) and StarOffice 8 - exact same results.

I have never entered an issue before - hope I have given enough info to help.

I can reproduce the bug.
In my mind such a bug still exists but I can't find it.
