There is no way in the normal working mode to scroll the slides with the
mousewheel or to change them with the arrows. The problem is that the working
space is bigger then the slides so scrolling only scrolls the slide, but does
not change to the next one.

Duplicate. You can change the slides in drawing view using PAGE UP and PAGE DOWN.
