RPT: drag and drop of controls between different sections is not possible

The spec say in 5.3, "Drag and drop of controls any kind must be possible between different sections. If the control is not completely above the new section then the height of the current section has to be adjusted." But you cannot drag and drop a control from one section to another. If you try it, it will not work or (especially with the last section) you will drop a copy of the control and the UI turns into an unstable state. In such unstable state, the document will move if you hover the scrollbars with the mouse. You must shut the design view and open it again, to get a stable view.

Tested w/2.3m_1 SRB 1.0 Dragging a control onto another section - holding down the CTRL key and dropping does work - BUT - the mouse cursor never changes to show that you have entered a drop zone, letting the user knew they can drop it.
hi atjensen, because of the missing mouse cursor i wrote issue 80260. see my last comment. I close this issue now as fixed. Bye Marc
