According to our UI guidelines, texts of menu and toolbar items, which open
another dialog (more general: require further user interaction when they have
been selected), need to have end ellipses.
As a consequence, "Format / Conditional Formatting" should be named "Conditional
Formatting ..."

This is a new implementation in CWS oj14. Adding keyword "new_implementation".
