Create a report with page header/footer and no report header/footer.
Open Edit menu. You see "Seitenkopf/ -fuß löschen" and "Berichtskopf/ -fuß
einfügen". In the terms the part "löschen" will toggle to "einfügen" and back
when you apply them.

Now look at the context menu in the report design pane. You see only
"Seitenkopf/ -fuß…" and "Berichtskopf/ -fuß…". So you don't know what the items
do. You expect that there will have a check, because the other items in that
menu are of the type to have a check mark.

Proposal: Put "einfügen" or "löschen" respectively at the beginning of the item,
so that the meaning is clear although not the whole text in shown.
