The SvxRuler currently make use of SfxBindings. This has to be changed, that it
is usable also for non sfx based apps.

Setting OS also on cc. I'll ask him about the estimated effort for integrating
the Writer ruler in a next version.

As a working ruler is the next important implementation the next possible target
should be aimed. As no 2.3.1 target is available 2.x is set.

2.4 is the next major release, then ...

For the record, it would be nice if somebody involved in the issue submission
would give a non-technical justification why we need the "SvxRuler without
SfxBindings" - what do we gain with it?

It should be possible for the user to change the ruler like it is possible in
the other apps like Writer. Therefor the SvxRuler is needed. Currently this
ruler can not be used in not sfx2 apps.

@cd: Could you plese take care for this one or assign it to the person who you
think should change it :-)
